Finance Act, 1994 is the governing legislation for service tax in India which provides various rules and regulation. This legislation provides certain conditions under which a firm is liable to get registered or to pay service tax. Registration and payment of service tax are two different aspect and there conditions are also different. It is not necessary that a registered firm compulsorily pays the service tax.
There are fines and penalties prescribed as consequences of non registration of the firm if the firm is required to do so.
